Lower Manhattan, encompassing the historic core of New York City, is supplied by the comprehensive New York City water distribution system, which has evolved from localized groundwater sources to a sophisticated, citywide network. In the 17th and 18th centuries, early inhabitants of this densely settled area relied on private wells, springs, and ponds, particularly the Collect Pond, which served as the primary freshwater source until it became severely contaminated by urban waste and industrial activity. The pollution of local sources, coupled with frequent fires and cholera epidemics, necessitated a shift to a more reliable supply, leading to the construction of the Croton Aqueduct in 1842. This 41-mile gravity-fed system delivered clean water from upstate reservoirs, fundamentally supporting Lower Manhattan’s growth as the city’s financial and commercial center.

Today, Lower Manhattan receives water from the New York City Department of Environmental Protection’s integrated water supply system, which draws exclusively from 19 reservoirs and three controlled lakes in the protected Croton, Catskill, and Delaware watersheds. Water is primarily transported through the 105-mile Delaware Aqueduct to Hillview Reservoir and distributed throughout the city via more than 7,000 miles of pipelines. This gravity-powered system delivers approximately 1.3 billion gallons of water daily, supplemented by ultraviolet disinfection and extensive watershed protection measures.

Ongoing water management initiatives in Lower Manhattan include pipeline replacement programs to reduce leaks and the use of corrosion inhibitors to limit lead leaching from older service lines. The city is also addressing the replacement of approximately 241,000 lead and unknown service lines system-wide by 2037, supported by the Department of Environmental Protection’s expanded free replacement program, in-home water testing, and distribution of filtration devices. These efforts ensure a safe and reliable water supply for Lower Manhattan’s dense concentration of commercial, residential, and historic properties.
